Your children, through your citizenship, should be eligible to become US citizens and you should contact the US Consulate nearest you to inquire how to go about that. With that citizenship, you would all be able to travel to Germany on the Visa Waiver Program, which is essentially a tourist visa and allows you to visit for up to 90 days. However, if you are intending to emigrate to Germany, then all three of you would require visas. You should inquire with the closest German embassy (Tehran, I believe) as to the process this requires.

Unless they carry US passports, then yes, they'll need German visas. If you want to pursue US citizenship for your children, you can contact the US consulate in Dubai or elsewhere. If your children qualify for US citizenship, they can be issued US passports, but those are printed in the US, so unless this is a real emergency, you'll have to wait a week or so to get them. Check out the internet sites for the various embassies and consulates at usembassy.state.gov and look for the American Citizen Services sections. Also, check out travel.state.gov for information on what specifically is required to have your children recognized as US citizens.
